Services provided include information and referrals for assistance with utilities and emergency situations, life-skills classes and counseling (i.e.-nutrition and money management), and a local food pantry.

Applicants for the food pantry must provide names, birthdates, and last four digits of social security numbers for everyone in the household. Proof of income for the previous sixty days is required for all agency programs; senior citizens (60+) are not required to provide proof of income and are eligible for all programs.

All information is subject to confidentiality regulations.

Service area includes the boroughs and towns of Brogue, Collinsville, Craley, Dallastown, East Prospect, Felton, Freysville, New Bridgeville, Windsor, Yoe, and the general Red Lion area.

The agency currently has a client base of more than 200 households.  Clients receive a monthly appointment for the food pantry.  Distribution is subject to availability due to donations and supply levels. 

Funding is totally reliant on contributions and donations from area churches, organizations, and individuals.  Volunteers and in-kind donations plus fund-raising events are vital components of our agency.  Food drives, monetary gifts, endowments, and grants support the agency's capability for serving the community.

Special programs include the 'Bags of Blessings' holiday meal items; the 'Warm Program' for hats, gloves, scarves, and blankets; 'Back-to-School' which provides backpacks and supplies for school-age children; 'Christmas Wish List' matches age-appropriate donations of toys and clothing with the needs of a child or family; emergency assistance is handled on a priority-need basis for homeless, elderly, abused, or disaster-related situations.  A new program for summer lunches will be launched during the summer of 2009 for the children (up to age 12) of currently active food bank clients; two brown-bag lunches per child will be provided each Tuesday and Thursday for pre-registered clients. 

Daily operations are coordinated by the executive director with the support of the office manager and the volunteer staff. The Board of Directors develop the policy, leadership, and accountability and is amenable to the agency's constitution and by-laws.  Volunteers sort food donations and stock the pantry shelves, pack the grocery bags for distribution on weekly appointment days.  Community volunteers collect and deliver donations from local churches and organizations. Contact the office for more information.

Brush & Limb Collection - Red Lion Borough has scheduled the following brush and limb collections for 2009:  Tuesday, May 5 - Friday, May 8  and Tuesday, October 13 - Friday, October 16. This material should be placed at your garbage collection site.  If you have material to be picked up and it has not been collected by Thursday during the collection week, please call the office at 244-3475 to schedule a pickup.

The chipper/shredder will make a daily circuit around the Borough to pick up brush and limbs. Should you have brush and limbs for disposal at any other time, you may either store them until the next scheduled pickup, call the Borough garage at 244-2567 to schedule a time to drop them off or they can be placed with your regular garbage, in 6' or smaller bundles, provided you don't exceed the 6 bag/week limit.  Yard waste items such as weeds, flowers and leaves will not be accepted.  Limbs may be up to 6" in diameter and 4 to 6 feet in length.  Do not bundle limbs.

The Borough reserves the right to refuse items that do not meet the requirements and is not responsible for cleanup.

Building/Zoning Permits are required when constructing, altering or remodeling buildings and property.  In accordance with Act 45 as mandated by the State of Pennsylvania, Red Lion Borough has passed an ordinance adopting the Uniform Construction Code (UCC) as the standard for building construction, remodeling, and repair.

This has resulted in a change in our building permit regulations. Every building permit application issued by Red Lion Borough will be charged as follows:  $30.00 for the first $5,000 and $3.00 for each additional $1,000. Certain projects will require inspections to be performed by Code Administrators, which must be paid for by the property owner.  If your project requires inspections, you will be informed at the time you pick up your building permit application at the Borough office.

Christmas 2008 tree pickup will begin Friday, January 2, 2009 and end on Friday, January 30, 2009.  Place your Christmas tree at your usual trash pickup site on your normal collection day.  Please remove all decorations and bags!  The trees will be shredded and turned into mulch which will be available to Borough residents at the Borough Garage on Vulcan Road.

Christmas 2009 tree pickup will run from January 4, 2010 and end on January 29, 2010.

Facade Loan 2008 - Red Lion Borough has a new facade loan available to businesses in the downtown area.  The program provides matching loans of up to $7,500, $2,500 of which is a grant.  The loan is interest free.  For information, contact the Borough Office at 717-244-3475.

Garage/Yard Sales:   Licenses are required for garage and yard sales.  The cost of the permit is $20.00 for 2 consecutive days, excluding Sundays, with a maximum of 2 such sales permitted per year.  Licenses are obtained at the Borough Office.  A maximum of four advertising signs are permitted.  Residents must use the signs which are provided by the Borough! These signs may be posted no earlier than 5 days before the first day of the sale and must be removed within 48 hours after the end of the sale.

Garbage and recycling is picked up by Penn Waste.  Garbage must be stored in durable plastic bags or in a durable, rust-resistant container with a tight-fitting lid.   The containers must have a capacity of 5 to 32 gallons, and must not weigh more than 50 pounds when full.  Each family is permitted a maximum of 6 containers per garbage collection.  Twice yearly curbside pickup of brush and limbs is provided by Red Lion Borough.  Trash and recycling must be placed at the collection site by 6 AM, but not more than 12 hours before the collection day, and emptied containers must be removed from the collection site the day the collection is made.   Garbage collection is for Borough residents only.

Beginning 1/1/08, Penn Waste will be picking up trash and recycling on Fridays ONLY. 

Our garbage is taken to the York County Solid Waste Authority facility in York.   To learn everything you've ever wanted to know about how your garbage is managed in York County, visit their website at www.ycswa.com.   For example, did you know that all of York County's combustible household garbage is managed at their waste-to-energy facility where processing it produces enough electricity to light the entire city of York?  Have you heard that you could be driving on roads made out of aggregate recycled from the leftover ash from their waste-to-energy process?  It's true!  You can also find a tasty recipe for an edible landfill (made out of chocolate pudding and candy), or discover how to dispose of your household hazardous waste -- for FREE!

Grass clippings - The Borough of RED LION will again provide a grass collection and recycling program in 2009.

Grass clippings will not be collected with household trash!!!  Residents have two options.  The preferred option is that residents dispose of their grass clippings by using a mulching mower, composting, or another environmentally acceptable means.  The second option is to participate in the grass recycling program at a cost of $20 per 20-gallon container (can). 

If a resident wants the Borough to collect her/his grass clippings, a sticker must be purchased for, and placed on, a 20-gallon container (can).  Any number of stickers may be purchased.  They are available in the Borough Office.  Normal business hours are, Monday through Friday, 8 A.M.-4:30 P.M., except holidays.  A sticker is valid only for one collection year.  Participation in this sticker program is NOT mandatory.

Only grass clippings may be put into the container (can) - no bags may be used.  Grass mixed with trash, or trash mixed with grass will not be collected!! Each resident is responsible for the proper disposal of such mixtures.

IMPORTANT CHANGE:  Clippings will be collected on Tuesdays and, if necessary, Wednesdays.  Collection will begin Tuesday, April 14, 2009 and end Tuesday, October 13, 2009.

Grass/Weed Ordinance - Please be reminded that grass, weeds, or any vegetation whatsoever, not edible or planted for some useful or ornamental purpose shall not exceed 12 inches in height. Any grass, weeds or other vegetation growing upon any premises in the borough in violation of any of the provisions of this ordinance is hereby declared to be a nuisance and detrimental to the health, safety, cleanliness and comfort of the inhabitants of the borough. Both the owner and/or the occupant will be responsible for the removal of grass, weeds, or other vegetation and may be held in violation of this chapter. Vegetation growing in sidewalks and curbs also must be in compliance with this ordinance. Violations may result in a fine of up to $1,000. Thank you for your cooperation.

Landlord Information - In accordance with Ordinance Chapter 158 Section 4, "All landlords in Red Lion Borough shall, within 30 days of any change in the tenancy or occupancy of any unit, parcel or portion of real estate, file with the Borough, in writing, a report specifying the unit, parcel or portion of real estate in which the change of tenancy or occupancy has occurred, the name or names of the tenants or occupants previously reported for such unit, parcel or portion and name or names of any new tenants or occupants of said unit, parcel or portion."

Leaf collection for 2009 will begin on Tuesday, October 13th and will continue Tuesdays through Fridays until Wednesday, December 9th.   Please place leaves at the curb.  Do not mix any other items with the leaves.  The pickup schedule is variable depending on weather conditions.  We will get to your leaves as soon as we can.  Calling the office will not get your leaves picked up any faster.  We appreciate your understanding that this schedule must be flexible.  There will be no collection on Borough holidays.  Leaves in plastic trash bags will not be picked up.

If you have leaves that you must dispose of before or after these dates, you can:

1.  Call the Highway Garage, 244-2567, and make arrangements for you to drop them off there     OR
2.  Bag them and put them with your regular garbage.  If this causes you to exceed the 6-bag/week limit, additional bags are available at the  Borough office at a cost of $3.50 each.

Open Records - The purpose of this policy is to provide guidelines that conform to the requirements of Act 3 of 2008 commonly known as the "Open Records Law" which fundamentally changes the "Right to Know Law".  Effective January 1, 2009, the Open Records Law mandates a presumption of disclosure and shifts the burden of denial to provide information to the government.  It is the policy of Red Lion Borough and Red Lion Municipal Authority that requests for and duplication of public records will adhere to the requirements and procedures of the Open Records Law.

Parking Regulations - Coins must be deposited in parking meters as follows:

Mondays through Thursdays

9 AM - 6 PM
Fridays 9 AM - 9 PM
Saturdays 9 AM - 6 PM

No motor vehicle shall be allowed to remain parked on any Borough street or alley for a period longer than 72 consecutive hours without being moved.

No trailers may be parked along public streets or alleys unattached.  No abandoned or junked vehicles may be kept on any street, alley or open yard area of private property.

Recycling is mandatory as required by the State.  Collections are made on the same schedule as regular garbage pickup.  Please click here for more information on our recycling program, including instructions on what to recycle.

Sign permits are required to post any signs within the Borough boundaries.

Snow Removal:   Residents are reminded that sidewalks must be cleared of snow and/or ice to a width of 36" no later than 12 hours after it stops snowing.  We also ask our residents to please keep storm drains and fire hydrants clear of snow.

Special item/bulk pickup is provided throughout the year.  Each household in the Borough is allowed to place one item per week curbside on the normal refuse and recycling day.   Remember:  One bulk item per week which may include a washing machine, refrigerator, etc.  Items such as air conditioners, refrigerators, and freezers containing Freon will only be picked up by appointment.  Call Penn Waste, 1-866-575-8720, to schedule a pickup.  All loose wood or metals parts must be boxed or tied in no more than four foot sections for safety and handling.  No loose piles of any type will be picked up.  Items that do not comply with these instructions will not be picked up.  Hazardous waste or building materials will not be picked up.

Telephone Book Recycling -  When new telephone books are distributed, you can put your old telephone book in your recycling bin.  This material is shredded and used for animal bedding.
